In order to objectively assess the achievements made and problems faced by China in the disclosure of government information, a project team of CASS Law Institute has been carrying out annual assessment of indices of government transparency in China since 2009. By adhering to the principles of setting up indices in accordance with law, objectively assessing actual situation, being public demands-oriented, reflecting the current situation while providing guidance on future practice, and making general assessment while highlighting the key areas, the project team establishes a new assessment index system each year in light of the actual situation and carries out quantitative assessment of the disclosure of government information by various ministries, commissions and other organs under the State Council, provincial-level governments, governments of larger cities and some county-level governments. The assessment reports analyze the achievements made and problems faced by governments at various levels in advancing government transparency and puts forward suggestions on the further improvement of the relevant practices.
