On January 20, 2018, the newspaper Legal Daily announced the results of the election of “the Ten Most Outstanding Persons in the Field of the Rule of Law in China” in 2017. Among the ten persons awarded this title is Professor Tian He, Director of CASS Center for the Study of National Rule of Law Indices. She was elected for her “efforts in promoting the rule of law practice” in China. As the chief researcher of the CASS Innovation Project on Rule of Law Indices and the Editor-in-chief of the Blue Book on the Rule of Law in China, Professor Tian He has engineered and edited a series of blue books on the rule of law in China, including the Report on the Development of the Rule of Law in China, which has so far published for 15 consecutive years and been awarded the prize for “excellent report book” many times. Since she became the editor-in-chief of the book series, she had led her team in carrying out comprehensive reform of the book series, promoted the empirical legal study, and launched a series of competitive new products. Through the Blue Book on the Rule of Law in China, she and her team have greatly promoted the development of such practices of the rule of law in China as the government transparency, the administration of justice in sunshine, the basic solution of difficult problems in the enforcement of court judgments, and the construction of intelligent courts. For her contributions, she has been awarded many honorary titles, including “national advanced worker”, "May First labor medalist", “Outstanding Member of Communist Party of China”, and “Expert enjoying Special Government Allowance from the State Council”.
