2017年4月1日，中共中央、国务院决定设立雄安新区，集中疏解北京非首都功能。On April 1, 2017, the CPC Central Committee and the State Council decided to establish Xiongan New Area in Hebei Province to phase out functions from Beijing that are not related to the capital, explore a new model of optimized development in densely populated areas and restructure the urban layout in the Beijing-Tianjin-Hebei region. The establishment of the New Area is a "major historic and strategic choice made by the Communist Party of China Central Committee with Comrade Xi Jinping as the core," that has major constitutional and legal implications. On April 7, 2017, the Seminar on the Rule of Law Safeguards for the Development of Xiongan New Area, jointly organized by the Department of Rule of Law Strategies of CASS State Governance Research Think Tank, the Legislation Law Research Committee of Beijing Law Society, and the Center for Publicity of and Education on the Rule of law and Public Law Studies of CASS Law Institute, was successfully held in Beijing. The seminar was presided over by Professor Li Zhong, the head of the Department of Rule of Law Strategies of CASS State Governance Research Think Tank, and attended by over 40 experts and scholars, officials, and reporters from various research institutions, universities, government organs, and mass media, including CASS, Renmin University of China, Minzu University of China, Legislative Affairs Office of the Standing Committee of the People’s Congress of Beijing Municipality, Hainan Normal University, Hebei University of Economics and Business, the Ministry of Industry and Information Technology, www.china.com.cn, Tencent, China Social Sciences Press, and Legal Daily. At the seminar, the participants gave lectures and carried out discussions on various issues around the two main topics of “the legal boundary between capital-related functions and non-capital-related functions” and “the legal status of Xiongan New Area”.
