Professor Chen Guoping Gives Lecture on “The Experiences and Lessons of the Reform of State-owned Enterprises in Russia”

The 77th “Social Science Lawyers” High-end Academic Forum and the 145th “Social Science JD Students” Academic Salon were held at the Graduate School of CASS University on the afternoon of April 12, 2019.

At the forum, Professor Chen Guoping, Secretary of the Joint Party Committee of CASS Law Institute and CASS Institute of International Law, gave a lecture entitled “The Experiences and Lessons of the Reform of State-owned Enterprises in Russia”. The lecture was presided over by Professor Xi Yuemin, Head of the Economic Law Department of CASS Law Institute and Deputy Dean of the Law Faculty of CASS Graduate School, and attended by over 100 Ph.D. candidates, master of law students and JD students from CASS Graduate School. Professor Lei JIngyun, Head of the Department of State-owned Enterprises of Beijing Jingshi Law Firm, and Mr. Hao Junqi, a Ph.D. candidate at the School of Civil, Commercial and Economic Law of China University of Political Science and Law, served as the two commentators at the lecture.

Before the lecture, Professor Xi Yumin first gave an introduction to Professor Chen Guoping’s work experience and his main research results. Then he introduced the topic of the lecture in the context of the development of state-owned enterprises in China. In the lecture, Professor Chen Guoping discussed the following eight aspects of the reform of state-owned enterprises in Russia: the historical review of the reform of state-owned enterprises during the period of the Former Soviet Union; transformation of the theory of the reform of state-owned enterprises in Russia; large-scale privatization: the reform of state-owned enterprises during the period of Boris Yeltsin; adjustment and deepening: the reform of state-owned enterprises during the first two terms of office of Vladimir Putin; “the second wave of privatization” and its prospect; characteristics of the reform of state-owned enterprises in Russia; evaluation of the effect of the reform of state-owned enterprises in Russia and experience to be drawn on by China from the reform of state-owned enterprises in Russia.
