The Launching of the Annual Report on the Rule of Law in Shanxi Province No. 1 (2018) and the Blue Book of the Rule of Law in Shanxi Province, jointly sponsored by the Political and Legal Affairs Commission of the Party Committee of Shanxi Province and CASS Law Institute, was held in Taiyuan City, Shanxi Province on November 2, 2018. The launching was presided over by Mr. Yan Xichun, Deputy Secretary of the Political and Legal Affairs Commission of the Party Committee of Shanxi Province and honorary editor-in-chief of the Annual Report on the Rule of Law in Shanxi Province No. 1 (2018).
Mr. Shang Liguang, the Secretary of the Political and Legal Affairs Commission of the Party Committee of Shanxi Province and the Chairman of the Editorial Committee on the Blue Book of the Rule of Law in Shanxi Province, gave an opening speech at launching ceremony, in which he introduced the process of joint planning and compilation of the Blue Book of the Rule of Law in Shanxi Province and the great significance of the publication of the Blue Book.
In a speech given at the launching ceremony, Professor Li Lin, Editor-in-Chief of the Annual Report on the Rule of Law in Shanxi Province No. 1 (2018), pointed out that the launching of the Blue Book of the Rule of Law in Shanxi Province by the Political and Legal Affairs Commission of the Party Committee of Shanxi Province and CASS Law Institute on the occasion of the 40th anniversary of reform and opening-up was the best way to commemorate the 40 anniversary of the reform, opening-up and the construction of the rule of law, as well as a systematic review of the concrete practice of construction of the rule of law in Shanxi Province since the Eighteenth Party Congress and a comprehensive summarization of the basic experience of development of the rule of law in the Province.
Mr. Zhou Tao, Deputy Chief of the Department of Justice of Shanxi Province and Co-editor-in-Chief of the Annual Report on the Rule of Law in Shanxi Province No. 1 (2018), gave an introduction of the background andthe process of compilation and the main content of the Blue Book and delivered the general report of the Blue Book “The Construction of the Rule of Law in Shanxi Province: Current Situation and Prospect”.
Mr. Lian Jianlin, Chief of the Office of Reform of Administrative Approval System, delivered the Report on Strengthening the Management of Power and Responsibility Lists and Constructing the System of Supervision over the Operation of Power in Shanxi Province.
Mr. Zhang Ninghong, Deputy Secretary of the Political and Legal Affairs Commission of the Party Committee of Shanxi Province, delivered the Report on the Innovative Construction of “Rule of Law Demonstration City” inLinfen City, Shanxi Province.
In his speech, Professor Li Honglei, Head of Constitutional and Administrative Law Department of CASS Law Institute and Executive Editor-in-Chief of the Annual Report on the Rule of Law in Shanxi Province No. 1 (2018), introduced the experience of the Project Team on the Blue Book in the on-site investigations and in the compilation of the Blue Book and his views and suggestions on the development of the rule of law in Shanxi Province.
The launching was attended by members of the Editorial Committee of the Blue Book and leaders of relevant government organs and Party organizations in Shanxi Province and covered by numerous central- and provincial-levelmass media, including CCTV, Chinanews.com, people.cn, Xinhuanet.com, Guangming Daily, Legal Daily, Shanxi Daily, Shanxi TV Station, Shanxi Radio Station, and sxrb.com.
