On September 20, 2018, Dr. Zhang Zhongli, an assistant research fellow at the Ecological Law Department of CASS Law Institute, attended the Colloquium on “the Restructuring and Prospect of the Legal System of Natural Resources”, organized by the Real Estate Registration Center of the Ministry of Natural Resources and held in Changzhou City, Jiangsu Province on September 20, 2018. The colloquium was attended by over 40 experts and scholars from various universities, research institutions and provincial land resource departments.

At the colloquium, the participants carried out discussionson various issues around the construction of the legal system of natural resource, including construction of the legal system of natural resources against the background of ecological civilization, the framework and main content of the Law on the Registration of Real Estates, the necessity, feasibility and main content of the basic law on natural resources, and the construction of the mechanism for the legal safeguarding of land and space planning.In his speech,Dr. Zhang Zhongli expressed his opinions on the Law on the Protection of Land and Space Development and the legal safeguard for land and space planning, pointing out that the Law should take the legalization of the planning of main functional regions as its main task and the regulation of the usage of land and space as its core system. The legalization of the land and space planning should be realized through the revision of the Land Administration Law. The chapter on space planning in the Land Administration Law should take the system and content of space planning, the procedure of adoption revision and approval of space planning, the coordination of space planning between neighboring regions and the coordination between space planning and development planning as its main content.
