Today, human rights protection has become an important content of the construction of socialism with Chinese characteristicsin China and international protection of human rights has become more and more mainstreamed. Against this background, Party Secretary-General Xi Jinping has given a comprehensive explanation to the construction of domestic human rights protection system in China and the development of international human rights system in a series of speeches and in his report to the Nineteenth Party Congress. Xi Jinping’s human rights theory takes the people as its center: the people’s aspiration for a better life is the ultimate source of human rights as well as the objective of struggle of the state. The Chinese Dream is a dream of the Chinese state, the Chinese nation as well as each individual Chinese citizen. Xi Jinping’s human rights theorygives a forceful response to the claim by western countries that “human rights is higher than state sovereignty” by closely combining individual human rights with collective human rights and pointing out that both the state and the nation are important parts of collective human rights.By stressing that there is no best condition of human rights, but only better condition of human rights and that the improvement of human rights is a work that will never be completed, it scientifically reveals the operational mode of human rights.By emphasizingthe right of existence and the right to development as the primary human rights and attaching importance to the right to peace, it has wonthe support ofthe majority of developing countries. By put forward the proposal of constructing a community of shared future for mankind, it has createda new path to development of international human rights. By attaching importance to the improvement and implementation of the Constitution and laws, promoting the democratization of international human rights protection and bringing it under the rule of law, it provides guarantee for the realization of human rights.By taking Marxism as its guidance,adhering to the original intention of the communists, namely to serve the people, and embodying the traditional Chinese values of “benevolence” and “harmony”, it has pointed out the direction for the comprehensive development and social progress in China and for the liberation of all mankind. Under the guidance of this scientific theory, China is continuously making new achievements in the construction of human rightssystem and exerting increasingly profound and extensive influence on the development of international human rights cause.
