Professor Chen Su Carries out Investigation in Wei County of Hebei Province

On July 12-13, 2018, a research team of CASS Law Institute, headed by Professor Chen Su, Director of CASS Law Institute and Acting Director of CASS Institute of International Law, carried out investigations on the poverty alleviation work in Wei County of Hebei Province. The investigation was carried out as a part of the major research project “Investigation on 40 years of Reform and Opening up in 100 Counties (Cities or Districts) ”.

On the first day of the investigation, the research team held a meeting with Mr. AnQingjie, Party Secretary of Wei County, Mr. Xia Yuepu, the chief of the Publicity Department of the County Party Committee, and Mr. Wang Chao, an executive deputy chief of the Publicity Department of the County Party Committee. In the meeting, Mr. AnQingjie gave members of the research team a detailed introduction to the history, culture, and economic situation of the county, and the achievements made by the county government in such fields as ecological protection, povertyrelief, modernization of agriculture, and rural revitalization. After the introduction, Professor Chen Su exchanged views with Mr. AnQingjie on the purpose and the subject matter of the investigation.

After the meeting, members of the research team visited the Urban and Rural Planning Museum of Wei County and then carried out investigation in the County Agricultural Bureau, where they listened to the introduction given by the bureau chief of the overall planning of the modernization of agriculture and five main poverty-reliefmodes in the county and exchanged opinions with him on such issues as the ownership of the Pear Industrial Park, the role of cooperatives in the cooperation between farmers and enterprises, taxation on enterprises, the prospect of the development of rural areas, the overcome of property and return to poverty by low-income families in the county.

On July 13, members of the research team carried out investigation in Zhongzhangtai Village of Zhangtai Township, where they listened to the report by the secretary of the village Party committee on the basic conditions in the village and on such issues as poverty relief, rural revitalization, and young villagers working in cities, and then exchanged opinions with him on the living conditions and employment of young people in the village. After the meeting, members of research team, accompanied by the township chief and the village Party secretary, made an inspection tour of the village and the village pear garden.
