A Research Team of CASS Institute of International Law Carries out Investigation in Harbin City, Heilongjiang Province

On June 26-27, 2018, a research team of CASS Institute of International Law visited Harbin City, Heilongjiang Province to carry out investigations on the implementation of the “Belt and Road” initiatives in Heilongjiang Province, and the current situation of arbitration in Harbin City, the revision of the Arbitration Law, Provisions of the Supreme People’s Court on Several Issues relating to the Handling of Cases of Enforcement of Arbitral Awards, the coordination between arbitration and litigation, and international arbitration. Members of the research team included: Professor Liu Jindong, chief researcher of the innovation project “Studies on Issues relating to Bringing the “Belt and Road” Strategy under the Rule of Law”; Professor Jiang Xiaohong, chief researcher of the innovation project “Studies on the International Law Safeguards for Constructing a Community with Shared Future for Mankind and Promoting the Reform of the Global Governance System”; Dr. Mao Xiaofei, an assistant research fellow of Institute; and Dr. Ma Jinxing, a post-doctoral researcher at the Institute.

On June 26, the research team first visited the People’s Government of Heilongjing Province and reported its work to Mr. Wang Wentao, the Governor of the Province. Then it visited the Arbitration Committee of Harbin City, and held a colloquium with leaders of the Committee on such issues as the work of the Committee between 2013 and 2018, the role played by arbitration in the economic opening up of Northeast Asia, the revision of the Chinese Arbitration Law and the institutional reform of arbitration bodies.

On June 27, the research team visited the Intermediate People’s Court of Harbin City and held a meeting with some judges of the court. During the meeting, the judges of the Court gave detailed introductions to members of the research team on the practice of the court in the handling of cases of the enforcement of arbitration awards by the Court, put forward suggestions on the implementation of the Chinese Arbitration Law, and exchanged views with the members of the research team on some problems encountered by the Court in the enforcement of arbitral awards, including the determination of the effectiveness of arbitral awards.
