On the afternoon of June 12, 2018, Professor Li Buyun, a research fellow at CASS Law Institute, gave a lecture entitled “Retrospect and Prospect of the Strategy of Ruling the Country by Law” at the Government of Xiangxiang City, Hunan Province. The lecture was presided over by Mr. Peng Jianping, a member of the Standing Committee and the Secretary of the Political and Legal Affairs Commission of the Municipal Party Committee, and attended by members of the Leading Group on the Construction of the Rule of Law in Xiangxiang City of the Municipal Party Committee, the leaders of state organs and public institutions at the section level, leaders of neighborhood offices in charge of the rule of law work, as well as leaders of political and legal affairs offices, public security bureaus, courts and procuratorates of the City.

In the lecture, Professor Li,on the basis of his personal experience,reviewed the process of construction of democracy and the rule of law in China in the 40 years since the reform and opening up to the outside world analyzed in a deep-going way the profound connotation and the evolutionaryprocess of the strategy of ruling the country by law, and by closely linking this strategy with the development pattern of democratic politics and social civilization, depicted a grand blueprint of the development of democracy and the rule of law in China.

In the interactive part of the lecture, Professor Li patiently answered the questions raised by the audience. After the lecture, Mr. Peng Jianping pointed out that government organs at various levels should conscientiously fulfil their responsibilities relating to the construction of the rule of law, organize their staff members to study and apply the law, vigorously carry out the work of “publicizing the lawby whoever implement the law”, and advance the construction of the rule of law in the city in a sustained and deep-going way.
