On June 3-8, 2018, the Project team on “the Integrated Construction of a Law-based Sate, a Law-based Government, and a Law-based Society” of the Department of Research on the Rule of Law Strategy of CASS Institute of Law and CASS Institute of International Law carried out investigation in the cities of Dujiangyan, Mianyang, Deyang and Chengdu of Sichuan Province, with a view to getting a deep understanding of the experiences and practices of and existing problems in the construction of the local rule of law in these cities, and putting forward suggestions on their improvement.

On June 4, the Project Team held a colloquium with the leaders of the Party School of Dujiangyan City on such issues as villagers’ self-governance, construction of law-based grassroots governance, and coordinated advancement of ruling the country by law and ruling the Party by regulations.

On the afternoon of June 4, the Project Team visited Jiulong Community of the Central Town inDujiangyan City to carried out on-site investigation on the construction of a rural governance system that combines the rule of virtue, the rule of law and self-governance.

On June 5, the Project Team held a colloquium with leaders of various departments of the Party Committee and the Government of Mianyang City, including the Office of Ruling the City by Law, the Political and Legal Affairs Commission of the Party Committee,the Internal Affairs Committee of the Municipal People’s Congress, the Legislative Affairs Office, the Urban Management Bureau, the Public Security Bureau, the People’s Court, and the People’s Procuratorate, on such issues as legislation on urban management, the improvement of the legal education system, the construction of law-based government, the allocation of supervisory power after the reform of the supervision system, the integration of the political and legal personnel after the judicial reform, special campaigns against organized crimes, and the crackdown on economic crimes involving a large number of people.

On the afternoon of June 5, the Project Team visited Hanjiaji Community in Mianyang City to carry out investigation on the construction of community culture of the rule of law.

On the morning of June 6, the Project Team carried out on-site investigation on such mechanisms as the people’s mediation and diversified resolution of social conflictsat the grassroots level in Xinqiao Township, Youxian District of Mianyang City.

On the afternoon of June 6, the Project Team visited Penghua Village and the Rule of Law Culture Theme Park in Mianzhu City to investigate the situation of villagers’ self-governance and publicity of the rule of law.

On the afternoon of June 7, the Project Team held a colloquium with the leaders and staff members of the Judicial Bureau of Deyang City on such issues as promoting the implementation of the rural revitalization strategy through public legal service system, the Deyang Social Governance Mode, and Mianzhu Rural Governance Mode of “1+1+6”.

On the morning of June 8, the Project Team held a meeting with leaders and staff members of Judicial Bureau of Wenjiang District, Chengdu City on the construction of public legal service system.

On June 8, the Project Team carried out investigation at the Public Legal Service Center of Wenjiang District of Chengdu City, watched the demonstration of “Big Data Visualization Platform” and the “Public Legal Documents Retrieval System”, thereby getting a better understanding of the Center’s experience and the practice of deep integration of big data technology and legal service and the effective provision of accurate public legal service.

Members of the Project Team included: Professor Li Zhong, Director of the Department of Research on the Rule of Law Strategy of CASS Institute of Law and CASS Institute of International Law; Professor Chen Xinxin and Professor Liu Xiaomei, two research fellows of the Department; Dr. Shi Fangbo and Dr. Zhu Yue, two post-doctoral researchers at the Department; Ms. Lin Junfang, an assistant research fellow of the Department; and Ms. Chen Lihua, Deputy Head of the Personnel Department of CASS Law Institute.
