Zhou Hanhua Puts forward Suggestions on the Formulation of the Regulations on the Protection of Minors in Cyberspace

On May 11, 2018, the second biweekly consultative meeting of the National Committee of Thirteenth Chinese People's Political Consultative Conference (CPPCC) was held in Beijing. The meeting was presided over by Mr. Wang Yang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and the chairman of the CPPCC National Committee, and attended by 17 experts and scholars, including members of CPPCC National Committee, scholars from various research institutions and universities, and representative from enterprises. The meeting, which took “the drafting of Regulations on the Protection of Minors on Cyberspace” as its theme, was aimed at promoting the exchange and interaction between relevant government agencies and the CPPCC, and gave full play to the role of CPPCC in legislative consultation.

At the meeting, the responsible person of the Ministry of Justice gave the participants an introduction to the current situation of the drafting of the Regulations on the Protection of Minors on Cyberspace. The participants gave speeches, carried out discussions and put forward suggestions on such issues as the legislative orientation, the general thinking, the basic system, and supervisory system of the protection of minors in cyberspace. Officials from the Office of the Central Cyberspace Affairs Commission of CPC Central Committee, the State Cyberspace Administration, the Ministry of Education and the Ministry of Industry and Information attended the meeting as exchange opinions with the participants on their concerns and suggestions. Professor Zhou Hanhua, Assistant Director of CASS Law Institute, gave a speech at the meeting in which he put forward a number of suggestions on the improvement of the draft regulations.
