The Annual Symposium of“Belt and Road” Judicial Research Bases of the Supreme People’s Court Held at CASS Law Institute

On May 24, 2018, the Annual Symposium of the “Belt and Road” Judicial Research Bases of the Supreme People’s Court was held at CASS Law Institute. The symposium was organized by the Fourth Civil Adjudication Tribunal of the Supreme People’s Court to summarize the results of the work in 2017 and make arrangements for the key works in 2018, with a view to giving full play to the research advantage of theseresearch bases, making overall planning of research efforts, strengthening management, and providing intellectual and theoretical support to the trial of cases involving foreign-related commercial and maritime affairs. It was attended by over 40 experts and scholars from 19research bases, including CASS Law Institute, Tsinghua University, China University of Political Science and Law, Shanghai University of Political Science and Law, Huadong University of Political Science and Law, Shanghai University of Finance and Economics, Shanghai Maritime University, Dalian Maritime University, Ocean University of Law, University of International Business and Economics, Southwest University of Political Science and Law, Benchmark Chambers international, the People’s Court of Pudong District, Shanghai Municipality, the People’s Court of Qianhai Cooperation District of Shenzhen City, Zhongshan University, Guangzhou Maritime University, Shanghai Maritime University, and the Fourth Civil Tribunal of the Higher People’s Court of Zhejiang Province.

At the symposium, Professor Chen Su, Director of CASS Law Institute and Acting Director of CASS Institute of International Law, gave an opening speech in which he pointed out that the two CASS institutes have maintained a closed relationship of cooperation with the Belt and Road Research Centerof the Supreme People’s Court ever since its establishment.Since the establishment of the CASS “Belt and Road” Judicial Research Base, the two institutes had attached high important to the work of the research base. The CASS Institute of International Law had also set up two innovation projects onlegal issues relating to “belt and Road” Initiative and had already achieved rich research results. He hoped that, the symposium would enable the various research bases to carry out extensive exchange and cooperation in the research of legal issues relating to the Belt and Road and better serve the state strategy of opening up to the outside world.

Ms. Wang Shumei, Vice President of the Fourth Civil Tribunal of the Supreme People’s Court, gave a report on the work of the Tribunalin 2017 and the main points of the work plan of the Tribunal for 2018. With respect to the management of research bases, Ms. Yao Aihua, an anti-corruption supervisor of the Fourth Civil Tribunal of the Supreme People’s Court, introduced the Measures for the Administration of Research Platforms of the Supreme People’s Court (for Trial Implementation), adopted by the Supreme People’s Court on April 20, 2018. Next, experts, scholars and legal workers from 19 research bases shared with each other their experiences, lessons, achievements and prospects of their research work.

After hearing the work reports of various research bases, Mr. Zhang Yongjian, President of Fourth Civil Tribunal of the Supreme People’s Court, made a concluding speech, in which he expressed his satisfaction of the achievements made by various research bases, confirmed the significance of the work of these bases in providing judicial safeguard to the Belt and Road Initiative, and put forward suggestions on further improving the work of these bases in 2018.
