The Seminar on the Nature of PPP Contract and the related Dispute Resolution Mechanism was held in Beijing on March 26, 2018.The seminar was jointly organized by the International Economic Law Department of CASS Institute of International Law and PPP Research Center of Beijing Arbitration Commission and attended by experts and scholars from CASS, Beijing Arbitration Commission, China Arbitration Law Research Committee, Shanghai University, China Foreign Affairs University, Tsinghua University, and China University of Political Science and Law.

At the opening ceremony of the seminar, presided over by Dr. Mao Xiaofei, an assistant research fellow of the International Economic Law Department of CASS Institute of International Law, Professor Liu Jingdong, Head of the International Economic Law Department of CASS Institute of International Law and a specially invited advisor of the Supreme People’s Court, gave a speech in which he welcomed the experts and scholars and introduced the background and the significance of the seminar. At the seminar, the participants gave presentations and carried out discussions on such topics as the relations between identification and classification in legal thinking, the provisions on non-arbitrable disputes in the Chinese Arbitration Law, administrative contracts in German law, the evolution of ppp contracts in the process of development of the market economy and their civil and commercial law nature, the legislation on PPP and the drafting of the Franchise Law in China, mechanisms for the resolution of disputes over ppp contracts in UK and Germany, and the arbitrability of disputes over ppp contract.
