Professor Liao Fan Interviewed by CGTN about the Reform of the State Council’s Institutional Reform

On March 13, 2018, China unveiled a major cabinet reshuffle, to make the government better-structured, more efficient, and service-oriented.The institutional reform plan of the State Council was submitted to the ongoing first session of the 13th National People's Congress for deliberations. Besides 26 ministries and commissions, the plan proposed the formation of eight agencies that are subject to approval from a newly-formed State Council.According to the plan, the following are the proposed agencies:state market regulatory administration;state radio and television administration;China banking and insurance regulatory commission;state international development cooperation agency;state medical insurance administration;state grain and reserves administration; state immigration administration; and state administration of forestry and grassland.

On March 14, Professor Liao Fan, a research fellow and the head of Research Coordination and International Cooperation of CASS Institute of International Law, was interviewed by CGTN (China Global Television Network) program “Global Watch” on the institutional reform of the State Council.In the interview, Professor Liao mainly explained and commented on the objectives and characteristics of, as well as the breakthroughs and difficulties in, this round of institutional reform as compared to the previous ones, highlighting the proposed Ministry of Ecological Environment, which will be responsible for the compiling and implementation of China's ecological environment policies, plans and standards, as well as ecological environment monitoring and law enforcement.
