The Finnish Minister of Justice Visits CASS Law Institute

On February 2, 2018, a Finnish delegation headed by Mr. Antti Häkkänen, the Finnish Minister of Justice, visited CASS Law Institute and held a meeting with some scholars of the Institute. The meeting was presided over by Professor Chen Su, Director of CASS Law Institute.

 

At the meeting, Professor Chen Su extended warm welcome to Mr. Häkkänen and other members of the Finnish delegation and gave them a brief review of the academic exchange and cooperation between CASS Law Institute and Finnish legal research institutions. He pointed out that the academic exchange between China and Finland in the field of law is deep-going and frequent. With the support of CASS, CASS Law Institute, in cooperation with Finnish law schools and legal research institutions, has organized eight Sino-Finnish seminars on comparative law, which have promoted the exchange and cooperation between Chinese and Finnish law circles and resulted in a series of valuable academic results. He hoped that, with the support of the Finnish Ministry of Justice, such cooperation would be further deepened and expanded.

Mr. Häkkänen thanked the CASS Law Institute for the warm reception and expressed his appreciation of the results of the academic exchange between Finnish and Chinese law circles. He indicated that he would continue to promote the exchange between the two countries in the field of the rule of law and explained the core content of the idea of the rule of law, the role played by the rule of law in the framework of the EU, and the importance of the judicial cooperation within the EU. He also gave an introduction to the main content and tasks of the reform of the Finnish system of judicial administration in 2017, and stressed the important influence of the rule of law on economic development.

Professor Li Zhong, Head of the Department of Strategic Research on the Rule of Law of CASS Law Institute and CASS Institute of International Law, introduced the main measures taken and achievements made by China in the construction of the rule of law in such areas as the top-level design, the implementation of the Constitution, the establishment of the socialist system of the rule of law with Chinese characteristics, the construction of a law-based government, judicial reform, and the enhancement of citizens’ consciousness of law; Professor Xu Hui, Deputy Head of the Procedure Law Department of CASS Law Institute, introduced from the perspective of promoting the modernization of state governance system the four fundamental reform measures taken by China in the field of judicial reform, namely the implementation of the judicial responsibility system, the judge quota system, the system of classified administration of court personnel, and the system of unified management of personnel, finance and material of people’s courts below the provincial level; and Professor Guan Yuying, Head of the Intellectual Property Department of CASS Law Institute, introduced the reform measures taken by China for strengthening the protection of intellectual property, including the National Intellectual Property Strategy of 2008 and the Innovative Development Strategy of 2012.

  

The meeting was also attended by the following persons: Mr. Jarno Syrjälä, the Finnish Ambassador to China; Professor Feng Jun, Secretary of Joint Party Committee of CASS Law Institute and CASS Institute of International Law; Mr. Tian Dewen, Deputy Director of CASS Bureau of International Cooperation; Professor Wang Xinqing, Vice President of the University of CASS; and Ms. Yun Xuemei, Deputy Chief of the Bureau of International Cooperation of Chinese Ministry of Justice.
