Professor Huang Fang and Professor Fan Wen of CASS Law Institute Attend the Seminar on the Theory and Practice of Criminal Integration

On December 14, 2017, the Seminar on the Theory and Practice of Criminal Integration, jointly sponsored by the National Prosecutors’ College and Chinese Society of Criminology and organized the journal The Chinese Procurators, was held at the National Prosecutors’ College in Beijing. The seminar was held in commemoration of the 20th anniversary of the promulgation of the 1997 Criminal Procedure Law and attended by over 20 prominent experts and scholars in the fields of criminal law and criminal procedure law from various universities, research institutions, and state legislative, judicial, procuratorial and public security organs in China, including Professor Fan Wen and Professor Huang Fang, two research fellows at CASS Law Institute.

At the seminar, Professor Chu Huaizhi, the founder of the theory of criminal integration, gave a keynote speech entitled “a Summary of the Theory and Practice of Criminal Integration, the Modernization of Criminal Law and Reduction of Heavy Criminal Punishments. Next, Professor Chen Xingliang, Professor Bian Jianlin, Professor Qu Xinjiu and Professor Wang Ping each gave a comment on Professor Chu’s keynote speech from the perspectives of criminal law, criminal policy, and criminal enforcement. They spoke highly of the significance of the theory of criminal integration as a guidance to criminal law research and judicial practice in China. Then, Professor Chen Xingliang, Professor Chen Ruihua, Professor Liang Genlin, Professor Zhou Guangquan, Professor Fen Wen, Professor Sun Maoli, Professor Miao Shengming and Professor Miao Youshui each gave a presentation, interpreting and explaining the idea of criminal integration from different perspectives, demonstrating the importance of the idea in breaking the disciplinary barriers of criminal law science and analyzing and resolving various problems of crimes through the integration of scientific knowledge of difference disciplines, and pointing out that that criminal integration is not only an idea, but more importantly, also a method. Finally, Professor Zhu carried out in-depth exchange of views with the participants of the seminar.
