“The 2017 Summit on Big Data Cooperation and Compliance”, jointly organized by CASS Law Institute, Cyber and Information Law Research Committee of China Law Society, and the Center for the Protection of Data and Privacy of Tencent Holdings Limited, was successfully held in Beijing on December 17, 2017. The Summit was attended by about 200 people, including representatives of the three organizers of the Summit, leaders of the State Administration of Industry and Commerce, People's Bank of China, the Supreme People’s Court, the Chinese Academy of Governance, China Advertising Association, China Electronics Standardization Institute, Chinese Academy of Information and Communication Technologies, and China Consumers Association, experts from Tencent Holdings Limited, Baidu.com, JD.com, Ant Financial, and Qualcomm, scholars from Peking University, Renmin University of China, China University of Political Science and Law, and Central University of Finance and Economics, as well as journalists from various mass media in China. At the opening ceremony, presided over by Mr. Zhou Feng, Executive Editor-in-Chief of the Journal of Cyber and Information Law, Professor Chen Su, Director of CASS Law Institute, gave a speech in which he pointed out that the Internet, big data, artificial intelligence and other information technologies are triggering a new round of scientific and technological revolution. As a result, data has become a fundamental strategic resource in the country, and the compliance of big data with regulations and the protection of user privacy have become focus of attention in China.

Mr. Wei Li, Deputy Director of the Department of Regulation of Online Commodity Transaction of the State Administration of Industry and Commerce pointed out that there is no big data without cooperation, and no data security without compliance management. In order to truly protect consumers’ rights and interests, promote the lawful use of data, and establish a fair and orderly competition environment, it is necessary to have a more open and scientific supervision system, so as to make timely response to the change in big data.

Professor Zhou Hanhua, Vice Chairman of Cyber and Information Law Research Committee of China Law Society and a research fellow of CASS Law Institute, pointed out that, in the process of rapid development of big data and artificial intelligence, issues of data sharing among enterprises, and the compliance between data controllers and data subjects have become increasingly prominent and posed many challenges to the sustainable development of big data.

Mr. Jiang Bo, the Vice CEO of Tencent Holdings Limited in charge of legal affairs, indicated that his company would adhere to the privacy protection principle of “openness, transparency, being user-controlled, and data safety”, protect privacy through design, and continuously raise the level of data security and regulate the use of big data on the basis of truly ensuring the safety of user data.

In the keynote speeches and group discussions that followed, the participants carried out in-depth and productive discussions on various issues relating to the compliance problem resulting from the extensive use of big data in such fields as advertisement, finance, medical service, travel and artificial intelligence.
