A Delegation of CASS Law Institute and CASS Institute of International Law Visits York University in Canada

On November 27-December 3, 2017, a Delegation of CASS Law Institute and CASS Institute of International Law, led by Professor Zhou Hanhua, Assistant Director of CASS Law Institute, visited Canada. Other members of the delegation included: Professor Liu Jingdong, Head of International Economic Law Department of CASS Institute of International Law; Professor Xu Hui, Deputy Head of the Procedure Law Department of CASS Law Institute; Professor Xi Yuemin, Head of Economic Law Department of CASS Law Institute and Deputy Dean of the Law Faculty of CASS Graduate School; Professor Li Xia, an associate research follow of Constitutional and Administrative Law Department of CASS Law Institute; and Dr. Zhou Hui, an assistant research fellow of the Constitutional and Administrative Law Department of CASS Law Institute. This was the first formal visit to Canada by a CASS delegation under the cooperation framework of “CASS-University of Montreal Center of China Studies”. On December 1, 2017, the delegation visited York University in Toronto, the last stop of its tour in Canada, and held a meeting with the Dean of Osgoode Hall Law School, Professor Lorne Sossin, and Deputy Dean of the Law School, Professor Carys Craig. During the meeting, the hosts and guests gave each other a brief introduction to their own institutions and discussed the possibility of future cooperation and exchange between them.

After the meeting, members of the delegation attended an academic colloquium with some staff members of the Law School, including Professor Carys Craig, Professor Nicole Aylwin, Professor Margaret Boittin, Professor Philip Girad, Professor Poonam Puri, Professor Jinyan Li, Professor Mya Rimon, and two visiting scholars from Southwest University of Political Science and Law in China: Professor Hu Gentong and Professor Feng Zixuan. In the colloquium, Professor Zhou Hanhua gave a presentation on “the legal reform in China”, in which he introduced the situation of implementation of the strategy of ruling the country by law and constructing a law-based government under the rule of law and the main characteristics of this round of reform in China; Professor Liu Jingdong gave a presentation on “the Construction of the Legal System of Belt and Road in China”, in which he suggested that China should strengthen the top-level design for the coordination between domestic and international laws and establish and improve the mechanism for the resolution of international disputes; Professor Xu Hui gave an introduction to the main measures taken and achievements made by China in the recent rounds of judicial reform and the direction of development and tasks and objectives of the judicial reform in the future; Professor Xi Yuemin gave a presentation entitled “the trade cooperation between China and Canada: new opportunities, key areas, and legal protection”; Associate Professor Li Xia introduced the main measures taken and achievements made by China in the fight against corruption and in the construction of the anti-corruption mechanism in China; and Assistant Professor Zhou Hui gave an introduction to the legislative background, main characteristics, and emphases of the Chinese Cyber-security Law. After the presentations, members of the delegation carried out fruitful discussions and exchange of opinions with their Canadian colleagues on such issues as western legal culture, professional safeguards for judicial personnel, judicial responsibilities, international trade cooperation, the role and functions of the National Supervision Commission and the fight against cyber-terrorism.
