The CASS Forum on the Rule of Law: Modes of Rule of Law and Modernization of State Governance Successfully Held in Beijing

On November 17-18, 2017, the CASS Forum on the Rule of Law: “Modes of Rule of Law and Modernization of State Governance” was successfully held in Beijing. The Forum was sponsored by CASS, organized by CASS Law Institute and attended by over 40 scholars and experts from both in China and abroad. Foreign participants were from universities and research institutions of seven different countries, including University of Muenster in Germany, Pontificia Universidad Católica Del Perú in Peru, Helsinki University and University of Tampere in Finland, Jagiellonian University and University of Warsaw in Poland, University of Trento in Italy, Fundação Getulio Vargas in São Paulo and TRIBUNAL REGIONAL DO TRABALHO DA 16ª REGIÃO in Brazil, the Institute of the Legislation and Comparative Law under the Government of the Russian Federation, and those in China. The seminar was divided into five units. In the first unit, “the Rule of Law and State Governance”, the participants discussed issues of “the Relationship Between the Right to Pursue Happiness and the Right to Development after the Change of Principal Social Contradictions", “Fundamental Rights to the Internet”, ‘Building the Party’s Capacity for Exercising the Ruling Power by Law in the Process of Promoting the Modernization of State Governance”, “Illustrations of Violation of the Rule of Law in Canada”, and “Rule of Law and Public Opinion”; in the second unit, “Constitutional Development and Judicial Reform”, the participants discussed such issues as “the Constitutional Review system in China”, “the Finnish model of amending the Constitution”, “Judicial Reform in the Field of Procedure Law in China”, “the 2017 Reform of the Judiciary in Poland”, and “Brazilian Legal Reform on Criminal Justice”; in the third unit, “ Labor, Social Security and the Rule of Law”, the participants discussed the following issues: “Challenges to the Rule of Law in (German) Labour Law and Social Security Law”, “Current Situation and prospect of the Labor Law in China”, “Labor legal Reform and Political Migration: Challenges and Perspectives on behalf of foreigners works”, and “Labour disputes in China from fundamental labour rights perspective” ; in the fourth unit, “Legal Reform and State Governance”, discussions were carried out around following topics: “Experiences and debates about rule of law in today's Europe”, “One Hundred Years of Legal Reform in China: Opportunities and Setbacks”, “Legal reforms and reforms of governance: the Roman Empire, France, China”, “State Governance and the Development of Criminal Law”, and “Big-Power Rule of Law and Refined Governance in China” ; and the issues discussed in the fifth unit, “State Owned Enterprises, Anti-corruption and the Rule of Law”, included: “Pasadena deal: a case study on the governance of a State-Controlled Company”, “Policy Orientation of the Reform of State-owned Enterprises and Legislative Follow-up in China”, “New tendencies of legal anti-corruption regulation of public administration in Russian Federation”, “Reform of the Supervisory System in China against the Background of Anti-corruption”, and “Combating Corruption as the Goal of State Development in the Russian Federation”.
