China Summit Forum on the Innovation of Law-Based Government (2017) Held in Beijing

On November 5, 2017, China Summit Forum on the Innovation on a Law-Based Government (2017) , sponsored by CASS Law Institute and jointly organized by the Editorial Board of Global Law Review and the Administrative Law Research Committee of China Law Society, was successfully held in Beijing. The Forum, which took “Theory and Practice of Construction of a Law-Based Government in a New Era” as its theme, was attended by over 50 experts and scholars from various legislative, and judicial and administrative organs, universities and research institutions throughout the country, including the Standing Committee of the National People’s Congress, the Legislative Affairs Office of the State Council, the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development, the Standing Committee of the People’s Congress of Beijing Municipality, the People’s Government of Beijing Municipality, the Higher People’s Court of Beijing Municipality, the Fourth Intermediate People’s Court of Beijing Municipality, the Bureau of Industrial and Commercial Administration of Beijing Municipality, the Lawyer’s Association of Beijing Municipality, Party School of CPC Central Committee, Peking University, Chinese Academy of Governance, Tsinghua University, China University of Political Science and Law, Renmin University of China, Minzu University of China, Central University of Finance and Economics, Shandong University, Nankai University, and South China Normal University. At the opening ceremony, presided over by Professor Zhou Hanhua, Assistant Director of CASS Law Institute, Professor Jiang Anming, director of the Constitutional and Administrative Law Research Center of Peking University, gave a keynote speech entitled “Strengthening the Construction of a Law-based Government and Meeting in an All-round Way the New Demands Put Forward at the Nineteenth Party Congress”, and Professor Hu Jianmiao, Director of the Law Faculty of Chinese Academy of Governance, gave a keynote speech entitled “Understanding the Construction of a Law-based Government from the Two Perspectives of the Spirit of the Nineteenth Party Congress and the Blacklist System”. The forum then divided into four units, in which the participants gave presentations and carried out discussions on various issues around the topics of “improvement of administrative legislation in a new era”, “innovation on the administrative trial mechanism in the new era”, “innovation on the mechanism for administration by law in the new era”, and “innovation on administrative law theory in the new era”.
