Li Zhong: Construction of the system of administering Party affairs in accordance with Party regulations

The policy of administering Party affairs in accordance with Party regulations is put forward by the CPC against the background of ruling the country by law to meet the new demands of the new era and has become a prominent characteristic of the governance by the CPC Central Committee with Comrade Xi Jinping as its core since the Eighteenth Party Congress. Establishment and improvement of the Party regulation system is a basic precondition of strengthening Party discipline and governing the Party by regulations in a comprehensive way in the new situation. Since the establishment of the PRC, the CPC has developed an intra-Party regulation system that consists of over 2400 pieces of regulations, including 370 pieces of regulations at the central level and 2,000 pieces of regulations at the local level. This system consists of seven parts: the Party Constitution; regulations related to the Party Constitution; regulations on political construction; regulations on ideological construction; regulations on organizational construction; regulations on the construction of work-style; and regulations on the fight against corruption and the construction of a clean and honest government. Currently there are many problems in this system, including: first, the imbalance in the adoption of regulations between different regions and different sectors; second, the lack of basic regulations in the field of the Party’s leadership over people’s congresses, governments, and mass organizations; third, the lack of supporting regulations; fourth, the absence of regulations on the supervision over top leaders, the prevention of mistakes in decision-making, and the openness of Party affairs; fifth, the adoption of some intra-Party regulations is lagged behind the practice of Party-building; sixth, the lack of clarity of the regulation-making competence and the low regulation-making technique; and seventh, the poor linkage between intra-Party regulations and state laws. The above problems have affected the quality of intra-Party regulations and impeded their implementation. Therefore effective measures must be taken to adjust and improve the Party-regulations system. In doing so, the CPC must adhere to the following principles: first, making overall planning and coordination; second, advancing on the whole; third, taking multiple measures simultaneously; and relying on the rule of law thinking.
