The Seminar on “Frontier Issues of International Criminal Law and International Humanitarian Law” Held in Beijing

On October 21, 2017, the Seminar on “Frontier Issues of International Criminal Law and International Humanitarian Law” was held in Beijing. The seminar was organized by CASS Institute of International Law and attended by over 40 experts and scholars from various universities, research institutions and judicial organs throughout the country, including those from CASS, Peking University, Renmin University of China, Beijing Normal University, China University of Political Science and Law, China Social Sciences University, Southwest University of Political Science and Law, Zhongnan University of Economics and Law, Harbin Institute of Technology, Hunan Normal University, Huadong University of Political Science and Law, and the Supreme People’s Court.

The seminar was divided into six units: in the first unit, Professor Chen Zexian, Director of CASS Institute of International Law, gave a keynote speech on the relationship between international criminal law and international humanitarian law; in the second unit, “frontier issues of international criminal law”, Professor Wang Xiumei from the Criminal Law Science Institute of Beijing Normal University, Professor Liu Jian from Hunan Normal University, Professor Jiang Suo from the Law School of Peking University, and Ms. Jia Yuan, a post-doctoral researcher at CASS Institute of Law, each gave a presentation on “Fighting on the Crime of Illegal Trade in Wild Animals against the Background of Globalization”, “The Value Orientation of International Criminal Law against the Background of Globalization”, “The Behavior Control Theory of International Criminal Law” and “Causes for the Exclusion of Individual International Criminal Responsibilities”, respectively; in the third unit, “frontier issues relating to war crimes and international anti-terrorism”, Professor Song Jianqiang from the Law School of Harbin Institute of Technology, Professor Lu Youxue from the Law School of Southwest University, Dr. Yang Chao from Beijing Normal University, and Ms. Xu Chi, a post-doctoral researcher at the Institute of Applied Legal Science of the Supreme People’s Court, each gave a presentation on “Systematic Analysis of the Value Range of the Prohibition of War Crimes”, “The Trial of Terrorist Crimes by International Criminal Tribunals”, “Investment Immigration and Anti-corruption”, and “The Justice Principle of the Nuremburg-Tokyo Trial and Its Dissemination”, respectively; in the fourth unit, “The Pursuit of Fugitives and Recovery of Stolen Properties in International Anti-Corruption”, Professor Wang Xin from Peking University, Professor Huang Fang from CASS Law Institute, Professor Zhang Lei from Beijing Normal University, and Dr. Zhao Chenguang from Beijing Normal University each gave a presentation on “Characteristics of the Principle of Legitimacy in International Criminal Law”, “Fully Utilizing the System of Expulsion of Illegal Immigrant to Raise the Efficiency of the Pursuit of Criminal Suspects Abroad”, “Alternative Measures to Extradition in the Pursuit of Criminal Suspects Abroad and Its Application”, and “Recovery of Assets and the Punishment and Prevention of International Crimes in International Criminal Law”; in the fifth unit, “frontier issues of international humanitarian law”, Professor Wang Shizhou from Peking University, Professor Sun Shiyan, Head of the Human Rights Law Department of CASS Institute of International Law, and Dr. Deng Hua, a post-doctoral researcher at CASS Institute of International Law, each gave a presentation on “The Historical Development and Customary Law Nature of the Principle of Legally Prescribed Punishment for a Specified Crime”, “The Law Applicable to Anti-terrorist Action: Human Rights Law or Humanitarian Law?”, and “Criminal Immunity of Government Officials Abroad: Restrictions and Exceptions”, respectively. In the sixth unit, the closing ceremony presided over by Professor Fan Wen, Director of the Center for International Criminal Studies of CASS Institute of International Law, Professor Zhao Jianwen of CASS Institute of International Law, made a concluding speech, in which he gave a summarization of the seminar.
