The Seminar on “the Assessment of the Previous Amendments to the Chinese Criminal Law and Scientific Criminal Legislation” Held in Beijing

On October 14-15, 2017, the Seminar on “the Assessment of the Previous Amendments to the Chinese Criminal Law and Scientific Criminal Legislation”, organized in celebration of the twentieth anniversary of the promulgation of the 1997 Chinese Constitution, was successfully held in Beijing. The seminar was sponsored by CASS Law Institute, organized by the Criminal Law Department of CASS Law Institute, and attended by about 100 people, including scholars from 47 colleges and universities throughout the country, leaders and experts from the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security, the Ministry of Justice, and some local legislative and judicial organs, as well as reporters and editors from various new media and academic journals in Beijing. At the opening ceremony, presided over by Professor Liu Renwen, Head of the Criminal Law Department of CASS Law Institute, Professor Li Lin, Director of CASS Law Institute, Mr. Li Shaoping, Vice President of the Supreme People’s Court, Mr. Chen Guoqing, a full time member of the Prosecutorial Committee of the Supreme People’s Procuratorate, Mr. Wang Aili, Director of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, Professor Gao Mingxuan of the Law School of Renmin University of China, Professor Chen Xin Liang of Peking University, and Professor Chen Zexian, Executive Vice Chairman of the Criminal Law Research Committee of China Law Society, each gave a keynote speech. In the speeches they all agreed that the promulgation of the 1997 Criminal Law was a milestone in the development of the criminal law in China and the review and assessment of the previous amendments to the Criminal Law since its promulgation in 1997 is of great significance to the promote scientific criminal legislation in China. After keynote speeches, the seminar was divided into seven units, in which the participants gave presentations and carried out discussions on various issues around the following topics: “evolution of the outlook on criminal legislation in China”; “reflections on amendments to the Criminal Law”, “mode of criminal legislation”, “expansion of criminal legislation”, “reform of economic criminal law”, “improvement of the structure of criminal punishment” and “legislation on new crimes”.
