Li Lin: the Scientific Definition of the Concept of “Intra-Party Regulations”

“Intra-Party regulations” is a new concept that has attracted much attention from scholars in the fields of Party-construction theory, political science and law science in recent years and become a key word in the theoretical system of comprehensively strengthening Party discipline. In studying the concept of intra-Party regulations and strengthening the theoretical foundation of the intra-Party regulation system, attention should be paid to applying scientific methodologies of political science, law science and formal logics to carry out in-depth analysis of this concept and answer questions relating to such key elements of the concept as “regulations”, concept of near genus, “established practice”, “intra-Party”, narrow sense, and broad sense, so as to give a scientific and reasonable definition to “intra-Party regulations” that can distinguish it from state laws on the one hand and Party disciplines and established Party practices on the other. The so-called “Intra-Party regulations” is a general term referring to explicit, normative and compulsory rules of conduct adopted by special organs of the Party in accordance with relevant procedures that embody the will and demands of the Party, adjust such important intra-Party relations as political relations, organizational relations, relations of rights and obligations and relations of powers and duties, and regulate the work and activities of Party organizations and the behavior of Party members.
