Professor Mo Jihong Gives Lecture at “the One-Hundred-Lectures Forum on Socialist Core Values”

On August 29, 2017, the fifty-ninth lecture of “the One-Hundred-Lectures Forum on Socialist Core Values”, jointly sponsored by the Propaganda Department of the Central Committee of the CPC and Guangming Daily, was held in Xilin Gol League, Inner Mongolian Autonomous Region. The lecture, entitled “Adhering to the combination of ruling the country by law and ruling the country by virtue”, was given by Professor Mo Jihong, Deputy Director of CASS Law Institute. In the lecture, Professor Mo pointed out that “ruling the country by law” has its unique advantages. It draws on both the beneficial elements of traditional Chinese culture and the ideas, means and methods of modern state and social governance system, thereby forming a governance system that complements and supplements “ruling the country by law”. However, “ruling the country by law” is not equivalent to the traditional “rule of virtue”, which upholds the interests of the feudal rulers. Instead, its scope of application covers all members of society, especially Party members, who, as the vanguard of the Chinese people and Chinese nation, should observe higher standard and set good example for the masses of people. China should, while adhering to the principle of the rule of law, use moral methods to create institutional and social environments conducive to governance by law. it should integrate socialist core values into every aspect of construction of the rule of law. At the legislative level, it should continuously review legislation by using socialist core values and criteria, so as to avoid the adoption of laws that lack moral basis; at the law enforcement level, it should enforce laws through the comprehensive use of legal, economic, and administrative means and such measures as education, mediation and persuasion; at the judicial level, it should take advanced moral ideas and values as the criteria and basis for judging people behavior, and to open up the “last kilometer” of the road to ruling the country by virtue through multi-lateral cooperation. The advancement of “ruling the country by law” and “ruling the country by virtue” is inseparable from education. China should combine education on the rule of law with moral education and continuously deepen the study of and education on socialist core values. The lecture was jointly organized by the Propaganda Department of the Party Committee of Inner Mongolian Autonomous Region, the Propaganda Department of the Party Committee of Xilin Gol League, www.gmw.cn, and China Association for Ethical Studies and attended by over 500 hundred Party cadres and government officials. The lecture was also broadcasted live on the Internet by www.gmw.cn, and Sina microblog of Guangming Daily and watched by over 2.75 million netizens, 311,000 of them participated in the discussion and interaction through microblog and online forums.
