Lu Yanbin: Problems with the Current System of Disclosure of Government Information in China in the Internet Era and Their Solutions

In the Internet era, information has become a basic resource of social development. The system of disclosure of government information plays an important role in this process by maximizing the disclosure of government information and facilitating the free access to and the use and sharing of such information by the general public. However, there are many problems in the implementation of the Regulations on the Disclosure of Government Information, such as low quality and repetitive construction of web portals, poor effect of disclosure, poor management of government information, and the paper-based storage of information, which has become a factor that impedes disclosure. The scope of disclosure is still limited, the definition of government information is too narrow, and the requirements on the qualifications of the applicants of disclosure are too strict. Moreover, the government often carries out review of and intervention in the use of disclosed information. All these problems are the indications of the defects of the current Chinese system of disclosure of government and its inability to adapt to the development of information technologies. They should be dealt with one by one through the gradual improvement of the relevant institutions.
