The Fifth National Seminar on the Publicity of and Education on the Rule of Law in the New Era was held in Zhangye City, Gansu Province on August 22-23, 2017. The seminar was jointly sponsored by CASS Law Institute, the Party Committee of Zhangye City, Gansu Province, the Government of Zhangye City, and China Democracy and Law Press, jointly organized by the Center for Publicity of and Education on the Rule of Law and Public Law Studies of CASS Law Institute, the Legislative Affairs Office of the People’s Government of Zhangye City, the Judicial Bureau of Zhangye City, and the Law Application Branch of China Democracy and Law Press, and attended by over 150 persons, including leaders of relevant organs of the Central Government local judicial bureaus responsible for publicity of and education on the rule of law, scholars from universities and research institutions, and officials of Party and state organs of Zhangye City. The seminar took “publicity of law by those who enforce the law” as its theme and was presided over by Professor Mo Jihong, Deputy Director of CASS Law Institute. During the seminar, the participants gave speeches, carried out discussions and put forward many targeted countermeasures on various issues relating to the theme of the seminar, including the safeguards for the implementation of the system by relevant state organs, priorities and difficulties in the implementation of the system at the grassroots level, mechanisms for the implementation of the system in cities divided into districts, mechanisms for the implementation and publicity of the Tourism Law, and the system of responsibility for the implementation and publicity of ecological law. At the end of the seminar, a ceremony was held for the launching of the book Publicity of Law by Those Responsible for the Implementation of Law, which is a part of the book series Interpretation of Laws by Cases compiled by the Center for Publicity of and Education on the Rule of Law and Public Law Studies of CASS Law Institute and published by China Democracy and Law Press.
