China Civil Law Forum (2017): Seminar on the Compilation of Individual Books of the Chinese Civil Code was successfully heldat the conference room of CASS Law Institute in Beijing on July 26, 2017. The forum was organized by CASS Law Institute and attended by over 100 civil law experts throughout the country.At the seminar, the participants agreed that, in the compilation of the civil code, China should adhere to the principle of combining feasibility with scientificity, so as enable the civil law to fully reflect the achievements of the reform and opening up to the outside world and promote and safeguard the development of the market economy and people’s rights. They put forward a large number of practical suggestions on the compilation of various individual books of the Chinese civil code, including those on property, contract, tort liability, marriage and inheritance.Mr. Yang Minglun, an inspector of the economic Law Office of the Legislative Affairs Commission of the NPC Standing Committee, indicated that the Commission would carry out more in-depth investigation, hold more expert consultation meetings, and encourage clashes between difference opinionson the draft civil code, so as to fully understand the opinions of different quarters in the process of legislation and formulate a more scientific civil code. According to the current legislative plan, a complete civil code will consist of the general provisions and individual bookson property, contract, tort liability, marriage and inheritance. The individual books are expected to be submitted as a whole for a first reading at a bi-monthly session of the NPC Standing Committee in 2018. After deliberation by the NPC Standing Committee, they will be submitted to the plenary session of the NPC for deliberation and adoption in 2020.
