A Lecture on the Observance of Party Discipline Held at CASS Law Institute and CASS Institute of International Law

On June 27, 2017, Ms. Wang Xiaoxia, Secretary of the Discipline Inspection Commission of the Party Committee of CASS, gave a lecture entitled “Discovering Potential Problems by Dealing with Clues to the Problems” at CASS Law Institute and CASS Institute of International Law. The lecture was a part of activity series “Explaining Party Disciplines through Cases and Strictly Abiding by Party Disciplines” organized by the two CASS institutes. In the lecture, which was presided over by Professor Chen Su, Secretary of the Joint Party Committee of the two institutes, Ms. Wang Xiaoxia first gave an introduction to the general situation of discipline inspection work of CASS after the separation of the Discipline Inspection Group of the Commission for Discipline Inspection of the CPC Central Committee stationed at CASS from discipline inspection departments of the CASS. Then, Ms. Wang explained in detail the methods adopted by the Discipline Inspection Commission for dealing with concrete reports of violation of Party discipline, the characteristics of the cases of violation of Party discipline in CASS, and the five kinds of sanctions against such violations, namely warming, serious warming, removal from Party posts, probation within the Party, and expulsion from the Party. Next, Ms. Wang pointed out the potential risks of violation of Party discipline in CASS, including violations of political discipline, such as attacking the Party’s policies and strategies, supporting new liberalism and western constitutional democracy, questioning the Party’s religious policy, printing and distributing sensitive materials, violation of organizational discipline, such as tempering with or falsifying personal files and exiting or entering the country without approval, violation of disciplines on honesty and integrity, such as claiming housing subsidies against regulations, attending banquets paid with public fund, and claiming reimbursement for false expenditures, and violation of work discipline, such as retaining files on the selection and appointment of cadres without approval, and extending the time period and changing the route of visits to a foreign country without approval. Finally, Ms. Wang introduced the measures for dealing with the above-mentioned potential risks of violation of Party discipline, including changing the governance ideas, adhering to the principle of “discipline before law”, standardizing review of enforcement of discipline, and putting the power of discipline inspection organs into the cage of institutions. At the end of the lecture, Ms. Wang encourage the audience to conscientiously study intra-Party regulations, continuously enhance their bottom line consciousness, and abide by intra-Party discipline.
