On June 6-9, 2017, a research team of CASS Center for Cultural Legal System Studies, headed by Professor Zhou Hanhua, Director of the Center, visited Shanghai and Zhejiang Province to carry out investigation under the research project “Strategic Research on the Construction of Cultural Legal System against the Background of Comprehensively Advancing Governance by Law”. Other members of the research team included Professor Li Xixia, Secretary General of the Center, Professor. Wu Jun, Vice Secretary General of the Center, Professor Lu Chao, Professor Zhou Hui, and Professor Sun Nanxiang from the CASS Institute of International Law, and Mr. Lu Jiyang, Deputy Head of the Bureau of Policies, Laws and Regulations of the Ministry of Culture. During the four-day investigation, the team visited a number of cultural administration agencies and cultural enterprises in Shanghai and Zhejiang and convened a total of eight colloquia, in which the members of the team exchanged views and with relevant entrepreneurs and government officials on such topics as cultural legislation, regulation of cultural law enforcement, promotion of observance of cultural law, optimization of public cultural services, and the development of the cultural industry. Through the investigation, members of the research have got an in-depth understanding of the current situation of and the existing problems in the cultural legal system in China and solicited the opinions of cultural administration organs and cultural enterprises on relevant issues, thereby collected rich empirical materials for the next stage of research on the development of cultural legal system in China.
