Professor Chen Zexian Meets a British Delegation Headed by the Vice Chair of British All-Party Parliamentary Group on the Abolition of the Death Penalty

On April 21, 2017, a British delegation headed by Lord Dubs, a member of British House of Lords and Vice Chair of British All-Party Parliamentary Group on the Abolition of the Death Penalty, visited China Law Society in Beijing and held a meeting with Professor Zhang Wenxian, Chairman of the Society, and Professor Chen Zexian, Vice Chairman of the Society and Director of CASS Institute of International Law. In the meeting, Professor Zhang Wenxian first introduced to the British delegation the nature, organizational structure and main functions of China Law Society, and the important role played by the Society in the construction of the rule of law in China. Then he gave the British guests an introduction to the huge achievements made by China in the reform of the death penalty system in China from the perspectives of the change of ideas about criminal punishment, the strategy of state governance and criminal law reform. Lord Dubs expressed his admiration of China Law Society for the role it plays in the construction of the rule of law in China and his appreciation of the efforts made by China in the reduction of the application of the death penalty. He introduced the historical process of abolition of the death penalty in UK and the main efforts made by his Group for the abolition of the death penalty around the world and exchanged opinions with Chinese hosts on such issues as death penalty polices, the application of the death penalty and public support for the death penalty in UK and China. Professor Chen Zexian made some supplements to Professor Zhang Wenxian’s introduction and exchanged opinions with Lord Dubs on the purpose, functions of the British All-Party Parliamentary Group on the Abolition of the Death Penalty and the reason for its continued existence, the Judicial Reform Project of British Embassy in China and situations relating to Brexit. At the end of the meeting the hosts and guests expressed their common wish to strengthen the exchange and cooperation between the Chinese and British law circles, so as to contribute to the judicial reform in the judicial reform in both countries.
