On February 8, 2017, a symposium was organized by the Standing Committee of the Political Bureau of CPC Central Committee and the Standing Committee of the National People’s Congress to solicit opinions and suggestions from some deputies to NPC in Beijing on the Draft Work Report of the Standing Committee of the NPC. At the symposium, which was presided over by Mr. Zhang Dejiang, Chairman of the NPC Standing Committee, ten deputies to the NPC, including Professor Sun Xianzhong, a research fellow of CASS Law Institute, had given speeches and put forward opinions and suggestions on improving the Draft Work Report of the Standing Committee of the NPC and on strengthening the work of the NPC. In his speech, Professor Sun Xianzhong spoke highly of the work of the NPC Standing Committee in the past year and put forward the following suggestions on the compilation of the Civil Code: analyzing the necessity of the establishment of a law-based government and the compilation of the Civil Code from the perspective of the scientific law of state governance and adhering to the scientific and systematic compilation of the Civil Code, so as to avoid as much as possible the fragmentation and trivialization of legislation, and meet the requirement of operability of legislation.
