SPC president: Strengthen courts’ internal and institutional reform

The head of the Supreme People’s Court (SPC) pointed out the need to promote reform of courts’ internal structural and systems reform in conformity with laws and reality on June 15.

Zhou Qiang, chief justice and president of the SPC, said that promotion of internal institutional reform of courts was a major policy decision and a measure to support judicial responsibility.

He said that it’s obligatory to promote internal institutional change and expedite establishment of new structural arrangements and personnel allocation patterns with a focus on trial work.

It’s also necessary to improve court function allocations and streamline internal procedures while strictly controlling the size of internal institutions, according to Zhou.

Zhou added that while focusing on trial work it’s necessary to integrate non-court offices to ensure that their number will not exceed that of court offices.

He also said that it’s required to strengthen leadership, designate responsibility for reform by subject and seek support from all parties for smooth reform promotion.
