Professor Li Lin Gives aLecture on the Constitution and the Supervision Law in Yantian District of Shenzhen City

On the afternoon of April 11, 2018, theTraining Course on the Constitution and the Supervision Law was held in Yantian District of Shenzhen City. At the training course, Professor Li Lin, a member of CASS and former director of CASS Law Institute, gave a lecture entitled “conscientiously implementingthe Constitution and upholding the authority of the Constitution”. The lecture was attended by government and Party officials in the District, including Mr. Liang Jinghai, President of the Standing Committee of the National People’s Congress of Yantian District, Mr. Hao Jianyong, Secretary of the Party Committee of the District, and Mr. Lu Weiping, Mr. Chen Peiyu, Mr. Peng Zhaozhong and Mr. Xu Gang, four vice chairmen of the Standing Committee of the National People’s Congress of Yantian District.

In the lecture, Professor Li gave a comprehensive reviewof the establishment and development of the constitutional system in China, and a systematic introduction to the background, the significance, the overall requirements, the basic principles, the process and the main content of the first revision of the Constitution in the new era, and explained the ways of implementing the Constitution in the following four aspects: upholding the authority of the Constitution, enhancing the constitutional self-confidence, strengthening the implementation and supervision over the implementation of the Constitution, and cultivating the consciousness of the Constitution.

He pointed out that, since the Eighteenth Party Congress, Party Secretary-general Xi Jinping has attached high importance to giving full play to the role of the Constitution in state governance. At the first session of the Thirteenth National People’s Congress, President Xi Jinping pledged allegiance to Constitution in accordance with law, thereby demonstrating the resolution of the Central Party Committee with Xi jinping as its core to rule the country by law and uphold the authority of the Constitution. Finally, Professor Li urged Party cadres, especially leading cadres, to study the Constitution in a deep-going way, enhance their consciousness of the Constitution, and become loyal advocates, conscientious observers and resolute upholders of the Constitution.
