The Fourth “National Constitutional Day” Activity Series Held in Beijing and Zhangye City, Gansu Province

On December 4, 2017, a series of activity in commemoration of the fourth National Constitutional Day in China was simultaneously held in Beijing and Shangye City, Gansu Province. The activities, which took “studying and implementing the spirit of the Nineteenth CPC National Congress and upholding the authority of the Constitution” as their theme, were jointly sponsored by CASS Law Institute and Beijing Law Society, and jointly organized by the Center for Rule of Law Publicity and Education and Public Law Studies of CASS Law Institute, the Department of Strategic Research on the Rule of Law of CASS Law Institute and CASS Institute of International Law, the Legislative Law Research Committee of China Law Society, and Ecological Law Department of CASS Law Institute and aimed at “promoting the respect, study, observance and application of laws by the whole society”.

In Zhangye City, a large-scale rule of law publicity activity was held in the Central Square of the city. The event, which took “careful study and implementation of Xi Jinping’s thought on socialist ecological law with Chinese characteristics in a new era” as its theme, was jointly organized by the Center for Rule of Law Publicity and Education and Public Law Studies of CASS Law Institute, China Democracy and Law Press, and the Judicial Bureau of Zhangye City. Professor Mo Jihong, Deputy Director of CASS Law Institute, Director of the Center for Rule of Law Publicity and Education and Public Law Studies of CASS Law Institute, and Deputy Party Secretary of the Party Committee of Zhangye City, made an important speech at the event and, on behalf of his Center and China Democracy and Law Press, donated a law-popularization book entitled “Explaining the Law by Cases” to eight different organs in Zhangye City and handed out a series of books on the popularization of ecological law published by China Democracy and Law Press to the participants of the activity on site.

The event was covered by CCTV. In an interview by the CCTV, Dr. Lin Xiaoxiao, an assistant research fellow of the Ecological Department of CASS Law Institute, expressed his opinions on ways of strengthening the construction of the ecological legal system and enhancing the public consciousness ecological law. The event lasted for over two hours and participated by near 500 government officials and ordinary citizens.

At the same time, a seminar entitled “Strengthening the Implementation of the Constitution” was held in Beijing. The seminar was jointly sponsored by CASS Law Institute and Beijing Law Society, and jointly organized by the Center for Rule of Law Publicity and Education and Public Law Studies of CASS Law Institute, the Department of Strategic Research on the Rule of Law of CASS Law Institute and CASS Institute of International Law, and the Legislative Law Research Committee of China Law Society and attended by over 20 experts and scholars from various research institutions and universities in Beijing. It was divided into four units, in which the participants gave speeches and carried out discussions on various issues around the topics of “theory and practice of constitutional review” and “the implementation of the Constitution in national autonomous areas”.
