The Seminar on Xi Jinping’s Thought on the Rule of Law and Thirty Years of Ruling the Country by Law in China Held in Beijing

The Seminar on Xi Jinping’s Thought on the Rule of Law and Thirty Years of Ruling the Country by Law in China, jointly organized by CASS Law Institute and the Center for Marxist Legal Science Studies of CASS Law Institute, was successfully held in Beijing on August 12, 2017. Over 50 experts and scholars from various parts of the country attended the seminar, in which they discussed Xi Jinping’s thought on the rule of law and reviewed, analyzed and summarized the achievements made, experiences gained and problems encountered by China in the 20 years of ruling the country by law. The opening ceremony of the seminar was chaired by Professor Zhou Hanhua, Assistant Director of CASS Law Institute. At the ceremony, Professor Zhang Wenxian, Vice Chairman of China Law Society, Professor Zhuo Zeyuan, Director of Political Science and Law Research and Teaching Department of the Party School of CPC Central Committee, and Professor Li Lin, Director of CASS Law Institute, each gave a speech, in which they introduced the contributions made by Xi Jinping’s Thought to the development of the rule of law in China and the background, significance and main objectives of the seminar. The seminar, which took “scientific connotations and the great significance of Xi Jinping’s Thought” and “the 20 years development of the rule of law in China: retrospect and prospect” as its main themes, was divided into four units, in which the participants gave speeches and carried out discussions on the following topics: “interpretation of Xi Jinping’s thought on the strategy of rule of law”, “major innovations made by Xi Jinping’s theory on the rule of law”, “the relationship between the Party and the government in the reform of the state supervision system”, “the CPC’s Constitutional Project”, “Xi Jinping’s Though on ruling the Internet by law”, “the scientific connotations and practical innovations of Xi Jinping’s though on ruling the armed forces by law”, Xi Jinping’s contributions to the development of human rights theory”, “Xi Jinping’s new ideas about human rights”, “Xi Jinping’s thought on combating corruption and building a clean government”, Xi Jinping’s thought on social government”, “the contemporary significance of sinicization of Marxist legal theory”, “major achievements made by China in the comprehensively advancement of ruling the country by law”, “20 years of development of the criminal law in China”, “the construction of public legal service: significance, problems and proposals”, “political and legal logic of the operation of the system whereby the Party disciplines are stricter than state laws”, “20 years construction of the rule of law in China under the CPC”, “political commitments and state philosophy with Chinese characteristics”, “supplementation and support of socialist core values by traditional Chinese ethics”, “powerful motive forces behind the comprehensive deepening of the judicial reform in China”, “the positioning of functions of administrative law in China”, “20 years of construction of a law-based government in China”, “carrying out research on the treatment of the problem of corruption by taking industrialization and urbanization as the historical coordinates”, and “construction of the system of bringing “Belt and Road” under the rule of law.
