Professor Li Lin Gives Lecture on the Rule of Law at the Ministry of Water Resources

On March 22, 2017, Professor Li Lin, Director of CASS Law Institute and Vice Chairman of China Law Society, was invited by the Ministry of Water Resources to give a special lecture on the comprehensive advancement of the rule of law and construction of a law-based government in China. The lecture was presided over by Mr. Ye Jianchun, the Vice Minister of Water Resources. In the lecture, Professor Li explained the important content of the Decision of the Fourth Plenary Session of the Eighteenth CPC Central Committee concerning the advancement of the rule of law and the spirit of a series of speeches given by Party Secretary-General Xi Jinping on ruling the country by law, expounded the great significance of the strategy of ruling the country by law from the perspectives of historical lessons, practical needs, long-term consideration, and basic functions of the rule of law, and pointed out that comprehensively advancing the rule of law is a systems engineering project and, in the process of implementing this project, China must correctly handle the relations between the Party and the law, between administration by law and the construction of the rule of law, between the rule of law and the rule of virtue, between the rule of law and reform, between legislation and law enforcement, and between parts and the whole. He reviewed the basic process of construction of a law-based government in China and pointed out that leading cadres are the key to comprehensive advancement of the rule of law and construction of a law-based government in China. The lecture was held in commemoration of the World Water Day and China Water Week and attended by the members of leading groups of various departments under the Ministry.
