On March 13, 2016, Professor Li Lin, Director of CASS Law Institute, met with a four-member delegation from the National Legal Information Center of Belarus, led by Mr. Evgeny Kovalenko, Director of the Center. Also attending the meeting were Professor Mo Jihong, Deputy Director of CASS Law Institute, Professor Liu Hongyan, Deputy Head Economic Law Department of CASS Law Institute, and Professor Xie Zengyi, Head of Research Coordination and Foreign Relations Department of CASS Law Institute. At the meeting, Director Li Lin extended warm welcome to the guests from Belarus and introduced to them the functions and responsibilities of CASS Law Institute and CASS Institute of International Law, and the achievements made by China in recent years in the construction of the rule of law, especially in the informatization construction in the field of law. Mr. Kovalenko introduced the Chinese hosts to the position and functions of the National Legal Information Center of Belarus and the current situation of legal informatization in Belarus. The hosts and the guests agreed that the legal system of each other’s country has similar functions that are of common interests to both sides and hoped that the two institutions would carry out concrete and pragmatic co-operations in the sharing of legal information and implementation of joint research projects. During the meeting, Director Li signed a framework cooperation agreement with Mr. Kovalenko on behalf of the two CASS institutes. This agreement is of great significance because it is the first formal cooperation agreement signed between the two CASS institutes and an institution of Belarus. At the meeting, Deputy Director Mo Jihong gave the guests an introduction to the legislative system, the construction of informatization system by legislative and administrative organs, the effect of popularization of law, and the informatization of legal materials in China.
