Professor César Landa from Pontifical Catholic University of Peru Gives Lecture at CASS Law Institute

On January 3, 2017, Mr. César Landa, a professor at Pontifical Catholic University of Peru, visited CASS Law Institute and gave a lecture on “the Constitutional Trial System in Peru” at the Institute. The lecture was chaired by Professor Mo Jihong, Deputy Director of CASS Law Institute and Vice Chairman of the International Association of Constitutional Law, and attended by over 20 scholars from the CASS Law Institute and CASS Institute of International Law. In the lecture, Professor Landa analyzed the evolution of the Peruvian Constitution from a “constitution on the paper” to a “constitution in practice”, reviewed the historical process of the establishment of the Constitutional Court in Peru, and demonstrated through relevant cases the important role played by the Court in protecting human rights and restraining state power. He also explained the influence of international human rights treaties, especially the Inter-American Court of Human Rights, on the constitutional trial system in Peru. After the lecture, Professor Landa answered the questions raised by the audience concerning the trial of former Peruvian President Alan Garcia Perez by the Peruvian Constitutional Court and the influence of mass media on judicial decisions. Professor Landa is the former president of Peruvian Constitutional Court and a member of the Executive Council of International Association of Constitutional Law. Currently he is on a short academic visit in China at the invitation of Renmin University of China.
