On January 6, 2017, the deputy director of CASS Law Institute, Professor Mo Jihong, gave a lecture on the rule of law in Julu County, Hebei Province at the invitation of the Party Committee and Government of Julu County. The lecture, entitled “Adhering to Combination of the Rule of Law with the Rule of Virtue”, was attended by over 240 Party and government officials in Julu County. At the lecture, Professor Mo explained the great significance of the strategy of combing the rule of law with the rule of virtue in the following three aspects: the origin, basic connotation, legitimacy and value requirements of the rule of virtue; the connection and differences between the rule of law and the rule of virtue in state and social governance; and main approaches to integrating the socialist core values into the construction of the rule of law. Professor Mo’s lecture marked the official beginning of strategic cooperation between CASS Law Institute and CASS Institute of International Law and the Party Committee and the Government of Julu County.
