Professor Mo Jihong Gives Lecture on “Xi Jinping’s New Thoughts and New Strategies of Comprehensively Advancing the Rule of Law in China” in Macao Special Administrative Region

On November 23, 2016,Professor Mo Jihong, Deputy Director of CASS Law Institute, was invited to Macao to give a lecture on “Xi Jinping’s New Thoughts and New Strategies of Comprehensively Advancing the Rule of Law in China”. The event was sponsored byMacao Youth Association for Patriotic Education and attended by over 100 young scholars and students in Macao. In the lecture, Professor Mo explained and analyzed the development and the main characteristics of Xi Jinping’s New Thoughts and New Strategies of Comprehensively Advancing the Rule of Law in China, the main contents of Eighteenth CPC National Congress and of the third, fourth, fifth and sixth plenary sessions of the Eighteenth CPC Central Committee, and the relationship between the effect of the Chinese Constitution and that of the basic laws of Macao and Hong Kong SARs. He summarized Xi Jinping’s New Thoughts and New Strategies of Comprehensively Advancing the Rule of Law into fourteen main points and pointed out that these new thoughts and strategies are major innovations on the theory of socialist rule of law with Chinese characteristics made at a strategic height and an indication that the theoretical understanding and practical exploration of the rule of law by the CPC has reached a new level. The establishment of the core leadership status of Secretary-general Xi Jinping at the Sixth Plenary Session of the Eighteenth CPC Central Committee is a solemn choice made by the CPC and is of major and profound significance to the long-term stability and prosperity of the country. To uphold its authority and its position as the ruling party, the CPC must further implement the strategy of comprehensively strengthening Party discipline. During the lecture, Professor Mo also answered the questions raised by participants concerning the relationship between the Constitution and the basic laws of Hong Kong and Macao SARs and the interpretation by the NPC Standing Committee of the Basic Law of Hong Kong SAR relating to the oath-taking by Hong Kong law makers. The lecture was the first of a series of activities carried out by the Department of Strategic Research on the Rule of Law of CASS Law Institute and CASS Institute of International Law in Hong Kong and Macao for the popularization of and education on the basic laws of Hong Kong and Macao SARs.
