Professor Chen Zexian and Professor Liu Renwen Attend Expert Meeting on Judicial Interpretation of Legal Provisions on Medicine-related Crimes

To severely punish the crime of data fraud in the field of drug experimentation and registration and protect the people’s safety in the use of medicine, the Supreme People's Court has recently adopted the Exposure Draft of the Interpretation on Several Issues concerning the Application of Law in the Handling of Criminal Cases of Endangering Drug Safety (II). On the afternoon of November 16, 2016, the Legal Affairs Department of State Food and Drug Administration, entrusted by the Research Office of the Supreme People’s Court, held an expert meeting in Beijing to solicit opinions and suggestions on the draft interpretation. The meeting was chaired by Mr. Yan Maokun, Director of the Research Office of the Supreme People’s Court, and attended by eight experts in the fields of criminal law and medical science in China (Professor Zhao Bingzhi from Beijing Normal University, Professor Chen Zexian and Professor Liu Renwen from CASS Law Institute, Professor Xie Wangyuan from Renmin University of China, Professor Wang Huanling from Peking Union Medical College Hospital, Professor Li Haiyan from Peking University Third Hospital, Professor Hong Minghuang from the Medical School of Sun Yat-sen University, and Professor Xiong Yuqing from Medical School of Nanchang University) as well as persons in charge of the relevant departments of the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security, and the State Food and Drug Administration. At the meeting the experts listened to the explanations of the draft interpretation given by Mr. Yan Maokun, the director of the Research Office of the Supreme People’s Court, and carried out in-depth discussion on the draft. At the end of the meeting, Mr. Yan Maokun thanked the experts for their contributions and indicated that his Office would carry out further study on the daft interpretation in light of the experts’ opinions and suggestions and then submit it to the Supreme People’s Court for approval. The leader of State Food and Drug Administration also expressed his thanks to the experts.
