In recent years, there has been a rapid increase in the number of cases of endangering Internet and information security in China, which have caused severe damages to the personal and property rights of citizens. How to prevent and suppress this kind of illegal acts has become an urgent task of the Chinese government. On October 10, 2016, Dr. Yang Yanchao, a researcher at the Center for Intellectual Property Rights Law Studies of CASS Law Institute, was interviewed by the CCTV in a special program on Internet and information security. In the interview, Professor Yang pointed out that, in order to safeguard Internet and information security, the Chinese government needs to attach importance to the following three aspects of work: first, to clarify in legislation subjects responsible for Internet and information security; second, to further strengthen the cooperative relationship between law enforcement organs and Internet service provides; and third, to pay special attention to new types of problems emerged in such communication platforms as WeChat and give full play to the Trinitarian remedy and punishment function of civil liability, administrative sanction and criminal punishment, so as to maximize the cost of those who endanger Internet and information security.
