A Team of CASS Law Institute led by Deputy Director Mo Jihong Carries out Investigation on the Construction of Local Rule of Law in Ganzi Prefecture, Sichuan Province

On October 10-14, 2016, the Team of CASS Key Project on National Condition of the Rule of Law, led by Professor Mo Jihong, Deputy Director of CASS law Institute, went to Ganzi Tibetan Autonomous Prefecture of Sichuan Province to carry out investigations on the judicial reform, popularization of the rule of law, and other legal work in national autonomous areas. The construction of local rule of law has a very important position in the construction of a law-based state. The overall situation of the rule of law in a country depends to a large extent on the comprehensive level of construction of the rule of law at the local level and on down-to-earth institutional measures taken by local governments for the implementation of the principles and requirements of the rule of law. Through the investigation, the project team got a deep understanding of the experiences gained and problems encountered by local governments in advancing the judicial reform and carrying out the work of popularization of and education on the rule of law, especially in exploring “the last kilometer” work mechanism in the creative construction of the rule of law, which are worthy of research, summarization, and popularization by the academic circle. Other members of the project team taking part in the investigation included Professor Li Zhong, Head of the Department of Strategic Research on the Rule of Law of CASS Law Institute and CASS Institute of International Law, Professor Liu Xiaomei, an associate research fellow of CASS Law Institute, and Professor Chen Yongshen, a specially-invited research fellow of CASS Law Institute.
