Professor Wang Minyuan Gives Keynote Speech at the “Expert Panel on Issues relating to the Reform of the Judicial System”

On the afternoon of September 19, 2016, the Expert Panel on Issues relating to the Reform of the Judicial System was held in Beijing. The Panel was organized by the National Committee of the Chinese People's Political Consultative Conference and attended by six prominent experts of criminal procedure law from the China Law Society, including Professor Wang Minyuan, a research fellow of CASS Law Institute. In his speech, Professor Wang put forward a series of proposals on the reform of the judicial system in China. With respect to the reform of the internal bodies of judicial organs, Professor Wang put forward the following proposals: first, establishing the principle of giving priority to ensuring judicial fairness; second, attaching importance to giving full play to the functions of relevant organs; and third, taking progressive reform measures that cause the least repercussion on judicial work. With respect to the reform of the system of number control of judicial personnel, Professor Wang suggested the adoption of a series of supporting reform policies and institutional designs, mainly in the following two areas: first, adoption of safeguarding polices and institutions, including the personnel allocation safeguarding system, the judicial funding safeguarding system, and occupational safeguarding policies and institutions; second establishment of auxiliary policies and institutions, such as the standards and measures for the evaluation of judicial work and judicial personnel.
