Professor Liu Renwen Gives Lecture at National Procurators’ Training Course on the Death Penalty Policy and Legal Supervision over the Review of Death Sentences

On September 6-9, 2016, the National Procurators’ Training Course on Death Penalty Policy and Legal Supervision over the Review of Death Sentences was held in Kunming City, Yunnan Province. The training course, aimed at improving the ability of prosecutorial organs to handle death penalty case and strengthening legal supervision over the review of death penalty cases, was attended by over 70 officials in charge of second instance death penalty cases in people’s procuratorates of 31 provinces, autonomous regions and municipalities directly under the Central Government. The lecturers at the four-day training course included Ms. Yu Ping, a senior procurator from the Supreme People’s Procuratorate, Professor Lu Jianping from Beijing Normal University, Mr. Zhang Ming, President of the Fourth Criminal Division of the Supreme People’s Court, Professor Bian Jianlin from China University of Political Science and Law, Mr. Liu Renwen, a research fellow at CASS Law Institute, and Mr. Zhou Feng, President of the Fourth Criminal Division of the Supreme People’s Court. They gave lectures to the trainees on various issues around the following six topics: the application of the death penalty and legal supervision over the review of death sentences; China’s death penalty policy and review of death sentences; death penalty theories and practices of various countries in the world; the examination of evidences in death penalty cases; and the application of the death penalty in China. During the training course, the participants also carried out discussions and exchange of experiences on such issues as the impact of civil compensation and forgiveness by the victim’s family on the application of the death penalty, drug-related death penalty cases, and difficulties encountered in the handling of death penalty cases.
