Director Li Lin of CASS Law Institute Interviewed by Guang Ming Online about the Construction of the System of Socialist Rule of Law with Chinese Characteristics

At its Fourth Plenary Session of Eighteenth Central Committee, the Communist Party of China put forward the overall objective of comprehensively implementing the rule of law, constructing a system of socialist rule of law with Chinese characteristics and building China into a socialist state under the rule of law. Recently, Director Li Lin of CASS Law Institute was interviewed by the website Guang Ming Online (GMW) on the current situation of construction of the system of socialist rule of law with Chinese characteristics. In the interview, Professor Li pointed out that the key to the comprehensive implementation of the policy of ruling the country by law is to establish the system of socialist rule of law with Chinese characteristics, which is made up of five components, namely “a complete system of legal norms, a highly-efficient rule-of-law implementation system, a strict rule-of-law supervision system, a forceful rule-of-law safeguarding system, and a complete intra-Party regulation system”. To improve these five systems, China must: firstly attach importance to not only the quantity, but also the quality of legislation; secondly, enable administrative and judicial organs to perform their functions and exercise their powers in a truly independent way; thirdly, establish a complete system of supervision over public power; and fourthly, realize the unity of ruling the Party in accordance with intra-Party regulations and ruling the country in accordance with law.
