On August 15, 2016, the ceremony for the signing of the Agreement on the Joint Construction of a Research and Practice Base between the Center for the Publicity of and Education on the Rule of Law and Public Law Studies of CASS Law Institute and the Government of Bayan Nur City, Inner Mongolia Autonomous Regions was held in Bayan Nur City. The ceremony was presided over by Mr. Wang Haixiang, Vice Secretary General of the Party Committee of Bayan Nur City, and attended by over 50 experts from CASS Law Institute and officials from the Publicity Department, Politics and Law Department, and Policy Research Office of the Party Committee of Bayan Nur City and the Public Security Office, the People’s Procuratorate, the People’s Court, the Judicial Administration Bureau, the Party School, and the Lawyers’ Association of Bayan Nur City. Professor Chen Su, Secretary of Joint Party Committee of CASS Law Institute and CASS Institute of International Law, signed the Agreement on behalf of the Center. Professor Mo Jihong, Deputy Director of CASS Law Institute, made a speech at the ceremony in which he gave the participants an introduction to the two CASS Institutes and pointed out that the Party Committee and the Government of Bayan Nur City had achieved good results in implementing the spirit of the Fourth Plenary Session of the Eighteenth CPC Central Committee, advancing the rule of law in a comprehensive way, and strengthening the construction of the rule of law, especially in the fields of culture and ecological safety. Through investigations in Bayan Nur City and surround areas, researchers from CASS Law Institute had learnt a lot about the advanced experiences in the construction of local rule of law gained by the local government, which are valuable for their theoretical research. The cooperation between the CASS Law Institute and Bayan Nur City is of great significance to the construction of local rule of law and the research on cultural and ecological safety. In his speech, Mr. Wang Haixiang gave an introduction to the basic situation of construction of local rule of law in Bayan Nur City and the experiences gained, achievements made, as well as problems encountered by the local government in the construction of the rule of law in the fields of cultural safety, ecological safety, and local legislation. He pointed out that the establishment of the research and practice base would provide research safeguard and intellectual support to the strengthening of the comprehensive construction of the rule of law in Bayan Nur City. After the ceremony, the participants carried out heated discussion and exchange around the two main themes of “construction of the rule of law” and “construction of new-type think tank’.
