On August 6-7, 2016, an investigation team of the Research Project “Construction of Local Rule of Law”, led by Professor Chen Su, Secretary of Jointly Party Committee of CASS Law Institute and CASS Institute of International Law, went to Tianshui City, Gansu Province to carry out investigations on the work of local legislation, publicity of and education on the rule of law, and construction of the rule of law at the grassroots level. Other members of the investigation team included Professor Mo Jihong, Deputy Director of CASS Law Institute; Professor Li Zhong, Professor Chen Xinxin, Professor Chen Genfa and Professor Chen Yongsheng, Director, Deputy Director, Secretary General and specially-engaged research fellow, respectively, of the Department of Strategic Research on the Rule of Law of CASS Law Institute and CASS Institute of International Law; and members of the Research Project “Construction of Local Rule of Law”.

After beginning to exercise the local legislative power in accordance with the Legislation Law, the People’s Congress of Tianshui City and its Standing Committee have carried out a large amount of preliminary work and now have already basically completed the construction of the organizations, systems and mechanisms of local legislation. In the investigation, the research team carried out detailed discussions with leaders of the People’s Congress of Tianshui County and its Standing Committee around such topics as legislative plan and work plan, demonstration of legislative projects, training of legislative personnel, and establishment of the legislative advisors system, with a view to ensuring and improving the quality of legislation. The investigation team has also carried out investigation on the situation of publicity of and education on the rule of law and the construction of the rule of law at the grassroots level in Tianshui City and acquired an in-depth knowledge of the experience gained and achievements made by the municipal government in advancing multi-level and multi-field governance by law, giving full play to people’s mediation as “first line of defence”, and carrying out various activities of publicity of the rule of law.
